Account Payment Batch - Tier Validation

This module brings a tier validation (multi-level approval) process to payment orders and debit orders. Instead of confirming a batch straight away, a user submits it for review and it must be approved by the people defined in the approval rules before it can move forward.

Where it appears in Odoo: - On the payment order search screen, two new filters are added: "Needs my Review", which shows the orders waiting for your approval, and "Validated", which shows the orders that have already been approved and are ready to be confirmed.

Business rules and automatic behaviour: - The approval workflow applies when a payment order moves from the draft state to the open state. - Approval rules are configured through the standard tier definition settings, and payment orders are now available as a document type that can be selected there. - The module relies on the standard tier validation features, so the usual review buttons, reviewer lists and validation status are used on payment orders.

Areas touched: - It extends the account.payment.order model with the tier validation behaviour and extends tier.definition so payment orders can be chosen when setting up approval rules. - It only adds a search view extension; no new menus or reports are created.
