Base Action Visibility Restriction

This module adds a new field called Excluded Groups to two kinds of actions in Odoo: Server Actions and Window Actions. Administrators can open an action's form and, next to the existing allowed-groups field, pick one or more user groups that should NOT see or use that action.

• If a user belongs to any of the excluded groups, the action is removed from the list of available actions shown in the user interface, so it simply does not appear for them.
• For Server Actions, an extra safety check is added: if a user in an excluded group somehow tries to run the action, Odoo blocks it with an access-rights error instead of executing it.

The feature is configured directly on the action records, in the same place where action groups are normally set, so no separate menu is needed. It touches the action models ir.actions.actions, ir.actions.server and ir.actions.act_window, and it works together with the standard group-based visibility rules already present in Odoo. It is useful when you want to keep an action available to most users but hide it from a small set of people or a single team.
