Base Cron Exclusion

This module adds a way to tell Odoo that certain scheduled actions must not run simultaneously. On the form of a scheduled action you get a new tab, "Mutually Exclusive Scheduled Actions", where you can pick other scheduled actions that should never run at the same time as this one.

When a scheduled action starts, Odoo checks the actions linked to it and blocks them while it runs, so the linked jobs wait instead of running in parallel. Once the job finishes, the block is released.

A safety check prevents a scheduled action from being linked to itself; if you try, Odoo shows a validation error.

The new tab is only visible to technical users (the "no one" group), so regular users will not see it. The feature works on the standard scheduled actions screen (ir.cron) and does not change any other business area.

Note: the code only shows the link field, the self-link check and the locking behaviour; it does not add menus, reports or emails.
