Base Tier Validation Confirm Auth

This module extends the tier validation approval workflow with an extra security step. On each tier definition (the rule that says who must approve a record), a new checkbox "Require Authentication" appears next to the existing comment option. When it is ticked, the reviewer must confirm their identity before the action is accepted.

• The checkbox is available on the tier definition form, so administrators decide per approval level whether authentication is needed.
• The setting is copied onto each tier review, so the system knows which pending reviews demand the check.
• When a user tries to approve or reject a record that has a pending review requiring authentication, Odoo opens a security control window asking them to confirm their identity instead of approving immediately.
• The same check applies when a reviewer adds a comment through the comment wizard on such a review.
• If the user has already confirmed their identity in the current session, the action proceeds without asking again.
• The check only applies when the user has not already provided a comment; adding a comment follows its own authentication path.

The module touches the tier definition, tier review and tier validation models, and the comment wizard. It does not add new menus; the new option is visible inside the existing tier definition configuration screen.
