NUTS Regions for German

This module extends the NUTS region import feature for Germany. When NUTS regions are imported, the module automatically assigns each German NUTS level 2 region to the matching German state (Bundesland) that is already configured in Odoo.

• It works through the existing NUTS import wizard (nuts.import). After the standard import creates the NUTS records, this module sets the state_id on each German NUTS region based on a fixed mapping of NUTS codes to German state references.
• The mapping covers all 16 German states (for example, DE1 to Baden-Württemberg, DE2 to Bavaria, DE3 to Berlin, etc.). The special code DEZ is left without a state.
• On installation, the module sets Germany's country record (res.country) to use NUTS level 2 as its state level, so the import expects level 2 regions.

This makes it easier to use NUTS regions in German localisation workflows, such as reporting or filtering by state, because the regions are correctly linked to the official German states. No new menus or screens are added; the change happens behind the scenes during the NUTS import process.
