French Localization - Check Social Security Number

This module adds a validation rule to employee records in Odoo. When a company's country is France or one of its overseas territories (such as Guadeloupe, Martinique, French Guiana, Réunion, Mayotte, French Polynesia, Saint-Pierre-et-Miquelon, Saint-Martin, Saint-Barthélemy or New Caledonia), the Social Security Number stored on the employee form is verified automatically.

• The check runs whenever the Social Security Number field is saved on an employee.
• If the number has the wrong format, the wrong length, or an incorrect checksum, Odoo refuses to save and shows an error message containing the number and the reason.
• If the number is empty, no check is performed.
• The rule applies to the hr.employee model and uses the company's country to decide whether the French rule applies.

There are no new menus or screens: the validation appears directly on the existing employee form. The module relies on an external Python library to perform the actual number validation.
