ITA - Causali di pagamento

This module adds a new reference table of Italian payment reasons (causali di pagamento), typically used when recording withholding taxes. It appears under the Italian Localization menu as 'Payment Reasons', visible to accountants (accounting managers can create, edit and delete entries; other users can only read them).

Each record has a short code (maximum 2 characters, required) and a description (required). The list view shows code and description; the form view lets you edit them. When a record is displayed elsewhere, Odoo shows it as 'code - description', shortened to 50 characters if too long.

A business rule prevents duplicates: if you try to save a code that already exists on another record, Odoo blocks it with an error message. The module also installs a standard set of official Italian payment reason codes (A, B, C, ... ZO, L1, M1, M2, O1, V1) with their full legal descriptions, so users do not have to type them in.

The module touches only its own payment.reason model and does not modify invoices, taxes or other accounting documents by itself; it provides the reference data that other Italian localization features can use.
