Access all OUs' Purchase Requests

This module adds one new security group, "Access all OUs' purchase requests", placed under the Operating Units category in Odoo's user settings.

• Users who belong to this group are no longer limited to purchase requests belonging to their own operating units. They can see and work on purchase requests of all operating units.
• Users who are not in the group keep the normal behaviour: they only see purchase requests with no operating unit or with an operating unit assigned to them.

The module changes the existing record rules that filter purchase requests and purchase request lines by operating unit. It rewrites those rules so that membership in the new group bypasses the operating unit filter; otherwise the original filter still applies.

It does not add menus, buttons, reports, emails or scheduled actions. It only adjusts access rights on the purchase request and purchase request line records, and it depends on the purchase request operating unit module. Typical use: a shared procurement team that sits under one operating unit but must process requests from all of them.
