Sale commitment date mandatory

This module adds a company-level setting so that the Delivery commitment date on sales orders can be made mandatory.

Where it appears: - In Sales settings, under the shipping options, a new checkbox "Commitment date mandatory" lets you turn the rule on or off for the company. - On the sales order form, the Delivery commitment date field becomes required when the setting is active.

Automatic behaviour: - When the setting is enabled, a new sales order is pre-filled with the current date and time as the commitment date, so the field is not empty by default. - The order lines area is locked (read-only) while the commitment date is empty and the setting is on, so users cannot add or edit lines until they fill in the commitment date. Once a date is set, lines become editable again. - The rule is driven by a company setting, so it applies to all sales orders of that company.

Areas touched: - Sales orders (sale.order) and their form view. - Company configuration (res.company) and the general settings screen (res.config.settings).

Note: the module's own README points to a known issue (OCA issue 1901), so behaviour may be affected in some cases; the code above is the source of truth for what is implemented.
