Stock Request Tier Validation

This module brings an approval (tier validation) process to stock requests and stock request orders. Instead of confirming a request straight away, users can require one or more reviews before the request moves from draft to open.

• Approval rules are configured in the standard Tier Validation settings, where stock requests and stock request orders are now available as models to define rules for.
• Two ready-made rules named "Manager review" are shipped for both stock requests and stock request orders, targeting the Stock Request Manager group. They are delivered inactive, so nothing changes until an administrator enables or edits them.
• On the stock request order form, the Confirm button is hidden while validation is pending or rejected, or when the record is no longer in draft, so a request cannot be confirmed before it is approved.
• In the search views of both stock requests and stock request orders, two new filters appear: "Needs my Review" (records waiting for the current user) and "Validated" (records already approved and ready to be confirmed).
• The route field is excluded from the fields that are locked while a record is under validation, so it can still be changed during the approval process.
