Recruitment responsible security

This module adds a new access group called "Officer (own documents)" in the Recruitment area. Users placed in this group can only see the job positions where they are set as the responsible person, and only the applications assigned to them. Managers keep seeing everything.

Where it appears in Odoo: - In the Recruitment settings, under the Human Resources / Recruitment group list, a new group "Officer (own documents)" is available to assign to users. - On the job position form (the survey view of job positions), a new field for the HR responsible person is shown right after the existing responsible user field, so you can pick who is accountable for that position.

Business rules and automatic behaviour: - Record rules are added so that members of the new group only see job positions where they are the HR responsible, and only applications where they are the assigned user. - Managers get unrestricted access rules for both job positions and applications, so they see all records. - The manager group now implies the new "own documents" group, so managers automatically inherit that access level as well.

Areas touched: job positions and applications in the Recruitment app, plus the Recruitment user and manager groups. No new menus, reports or scheduled actions are added.
