Romania - MT940 Bank Statements Import

This module makes a new import format called "mt940_general" available when importing bank statements in Odoo. When a user uploads an MT940 file on a bank journal, the module reads the file, extracts the account number, currency, opening and closing balances, statement dates and individual transaction lines, and creates the corresponding bank statement records.

It works together with the standard bank statement import feature and the Romanian localization configuration. On the bank account form (res.partner.bank), a new text field "Romania - MT940 Unstructured Tag 86 Pattern" is added so users can store a pattern used for the unstructured tag 86 information.

The parser handles the usual MT940 tags such as statement number, account identification, opening and closing balances, transaction details and the free-text tag 86. From tag 86 it tries to detect counterparty account number and name, and builds the payment reference from the available subfields.

This module is a base for bank-specific MT940 variants: it provides the generic parsing logic, while other modules can extend it for a particular Romanian bank. It does not add its own menus; it plugs into the existing bank statement import screen.
