Thai Localization - Government Work Acceptance

This module extends Work Acceptance (WA) documents with a committee-based approval process, aimed at Thai government purchasing.

• On a purchase order you get a "Paperless WA" checkbox. When it is ticked, the Work Acceptance created from that order is approved inside Odoo by a committee using tier validation; when it is not ticked, the WA is approved on paper and the result is entered by the procurement officer.
• When you open the WA from the purchase order, the committee members defined on the related purchase request are copied automatically into the new document.
• The WA form gains a "Committee" tab listing each member with their role (Chairman or Committee), department, email, phone, status and note. A "Progress" bar shows the percentage of committee members who have already given their answer.
• Committee members see buttons to Accept, Not Accept or choose Other, and their comment is stored on their committee line. The document shows warning, success or rejection banners depending on the validation state.
• While a WA is under validation, committee lines cannot be freely edited, and going back to draft or restarting validation clears the committee statuses and notes.
• The WA list can be filtered by Paperless WA and by committee progress (all, partial or none), and an Evaluation button opens the evaluation results once the document is validated.
