Access all OUs' MIS Builder

This module adds a new permission option called "Access all OUs' MIS Reports". It does not add any new screens or menus; instead it changes how existing MIS Report records are filtered for users who are given this permission.

• Normally, a user only sees MIS Reports linked to the operating units assigned to them (plus reports with no operating unit at all).
• With this permission enabled, the record rule is relaxed so the user can see MIS Reports of all operating units.
• The permission is managed in the usual Odoo groups screen, under the Operating Units category, so an administrator can simply tick it for a user or a group.

This is useful for shared teams, for example a procurement team that belongs to one operating unit but must prepare or review management reports for the whole company.

It touches the MIS Report access rules and the operating unit security setup. No new fields, buttons, reports or scheduled actions are created by this module; it only widens the visibility of existing MIS Builder reports for the users who receive the new group.
