Romania - Stock Accounting Reception In progress

This module adds a Romanian-specific way to handle purchases where the supplier invoice arrives before the goods. On a purchase order belonging to a Romanian company, a new highlighted button "Reception in Progress" appears while the order is confirmed and not yet invoiced. Pressing it marks the order as a reception in progress and creates a vendor bill for the ordered quantities, even though nothing has been received yet.

When such a bill is created, the expense line for storable products is automatically posted to a special "reception in progress" account configured on the product's stock valuation account (for example the goods-in-transit account 327 instead of the regular stock account 371). This automatic account choice only applies to Romanian records, to purchase documents, and to products whose invoicing policy is based on received quantities.

A control is added when a transfer is validated: if the purchase order is marked as reception in progress and already has more than one invoice, validation is blocked with an error message, so only one bill can exist for such an order.

The module also changes how the standard "Create Bill" action behaves on an order flagged as reception in progress, keeping the same special accounting treatment. It touches purchase orders, vendor bills and their lines, and stock transfers, and adds its button to the standard purchase order form.
