HR Holidays Team Manager

This module introduces a new access role called Time off/Team manager, plus a Time off/Holiday Officer role, in the Time Off area of Odoo.

• A team manager can only see, create, change and delete time off requests and time off allocation requests for employees who belong to the same department as them. Requests from other departments are hidden.
• When a team manager picks employees on a time off or allocation form, the employee list is automatically filtered to their own department.
• Team managers are not allowed to approve time off allocations: if they try, Odoo shows an error saying team managers can't approve time off allocations.
• The Holiday Officer role is a higher role that keeps the wider access rules, and the standard Time Off manager role now includes the Holiday Officer role.

The module touches the time off request model hr.leave, the time off allocation model hr.leave.allocation and the employee model hr.employee.base. It also adjusts existing access rules shipped with the Time Off app so the new department-based rules apply.
